    Unbreaks Thin
    Creates a potentially slow (new) CookbookLoader each time
    include_attribute is used. We should cache/be smarter about this.

    shef needs to support json attributes from command line or file,
    but uses a custom node building process, so move attribute merge to
    node where shef can get to it.
