Release builds do not respect BottomBarBackground on Android 7

Reproduced using FuseCloud.
Running on Windows, Fuse 1.2.1 (build 13974), target Nexus 6P Android 7.1.2.

Preview build works fine:

Release build appears to not have BottomBarBackground:

I get the same result when I remove this line from the preview build:

<BottomBarBackground Dock="Bottom" IncludesKeyboard="false"/>
