Feature request: Convert cache setting to Vue component. #305

Is your feature request related to a problem? Please describe.
Right now the Cache Setting interface is a Vue component with it's own route. A new approach is to add Advanced Settings as components that are referenced from the resources/js/components/Settings folder. This will eliminate the need for a separate route.
