Sidebar is closed by default on first visit #419

Describe the issue
In relation to #416, the sidebar should be open by default when first visiting the control panel.
To reproduce
- Login and visit the control panel. The sidebar will be closed by default.
- If you've visited the control panel previously, clear your cookies and refresh.
Expected behavior
The sidebar to be open.
