Feature request: Additional fields for files need to be added

Is your feature request related to a problem? Please describe.

The files uploaded to the file manager need their fields to be the following:

• Filename
• Title
• Description

These fields should have further explanations underneath each as to their usage and purpose.

• The filename targets the SEO friendly URL, as the filename is included in the URL.
• The title targets the title html attributes, which is a nice-to-have feature
• The description is used for image html alt descriptions, required for accessibility.

Feature request checklist

• This is a single feature (i.e. not a re-write of the entire CMS)
• The title starts with "Feature request: " and is followed by a clear feature name (Ex: Feature request: add konami code to control panel)
• I have searched for existing issues and to the best of my knowledge this is not a duplicate
