Editing user accounts requires password

Describe the issue

When attempting to edit a user from the control panel (their name, email, or role) - the passwords fields are required, preventing accounts from being edited.

To reproduce

• Log in to the control panel and edit your account
• Attempt to change your name
• Hit save
• You will receive validation errors on the password fields as they were left blank

Expected behavior

The request to continue, as we're not looking to update the users password. The password fields should only be required if one of the fields have been filled out.
