Feature request: Add "Owner" role #520

We've added a new "developer" role, which is great 🧙 developers should have access to all aspects of a site to perform their jobs. However, we should also add an exclusive Owner role, which is the role assigned to the first user generated on install.
The owner role will always have access to everything, but there can only be one user with the role of owner, and they can not be deleted.
I think we should also add the ability to transfer the owner role to another account. This would remove the role from the current owner and apply it to another. We can open this as a new, dedicated issue to track later down the road 👍
