Feature request: Transfer Owner Role

Is your feature request related to a problem? Please describe.

We should add the ability to transfer the owner role to another account. This would remove the role from the current owner and apply it to another.

Describe the solution you'd like

Only one User can have the Owner role at a time, therefore when the role is transferred the previously assigned user will be assigned the Administrator role.

This is a continuation on #520
