Update: Default Roles

Describe requirements:

FusionCMS will come equipped with a set of default User Roles in order to provide the necessary permissions to administrators and basic website users.

Default roles:

• Owner - main site owner w/ full access; no permissions checks & only one exists at a time.
• User - basic user; applied to new registrants.
• Guest - all non-logged visitors will be assumed this role. The role exists solely to assign permissions to.
• Admin - pre-assigned control panel access and other basic permissions.

• This is a single feature (i.e. not a re-write of the entire CMS)
• I have searched for existing issues and to the best of my knowledge this is not a duplicate
