Authorization Checks

Please describe.

The framework has been setup to start assigning Permissions to Roles (which are then applied to Users), however little attention has been paid to authorization aside from a couple tests.

Most actions performed in the Control Panel will trigger at least one authorization check.
This update will:

• introduce a core set of permissions for actions performed within the Control Panel.
• ensure integrity through additional tests.
