CLI - Installer (require URL) #573

Describe the issue

Now that FusionCMS uses Sanctum for authenticating/authorizing it's important that a few environmental variables are set properly (e.g. SESSION_DOMAIN, SANCTUM_STATEFUL_DOMAINS).

This becomes a problem when:

• You have updated the domain to something other than localhost.
• AND using the --homestead or --valet quick installation flags.

To reproduce

• Use CLI installer w/ a domain different than localhost and using a quick-start flag.
• You will be faced with several console errors.

Expected behavior

URL variable should always be required for the CLI installer so the .env file can be updated accordingly.
