make notices dismissable #62

e.g. the "WP_DISABLE_CRON" warning remains on screen forever and ever, it should be(come) dismissable.

after review & tests I already integrated https://github.com/collizo4sky/persist-admin-notices-dismissal in AO proper, will go for that one here as well (as AO CCSS ultimately will be integrated in AO).
