Scenario tags spread across other similar named scenarios

For example::

@some_tag
Feature: Test tags

     Scenario: Test it
         Step 1


     Scenario: Only feature tag
         Step 1


     @something_else
     Scenario: Test it with something else
         Step 1

Will result in::

Feature: Test tags                      # features/de.feature:2

  @some_tag @something_else @some_tag
  Scenario: Test it# features/de.feature:4
    Step 1                              # features/de.feature:5

  Scenario: Only feature tag            # features/de.feature:8
    Step 1                              # features/de.feature:5

  @something_else @some_tag
  Scenario: Test it with something else# features/de.feature:13
    Step 1       

This is probably related to scanning the who file instead of just the current scenario.
Also demonstrating #332 which is probably due to the discovery of tags only is triggered when the previous line of a scenario has a tag.
