This is required by the setuptools release released today. So if anything uses setuptools (e.g. it seems we get twill from PyPI instead of wheels.galaxyproject.org) it will fail because we have downgraded six it seems.

Upgrade six to 1.10.0.

To prevent this happening agin, should we also pin setuptools?

Actually I think this also need to be backported. 16.10 is also not working anymore. At least on travis.

I think the next step is put twill on wheels.galaxyproject.org. That should fix older Travis builds also since it will be installed as a wheel instead of from source.

After that I'm not sure if backporting this or pinning setuptools is needed or wise.
