This is an implementation of slow query logging. It's disabled by default, but setting slow_query_log_threshold to, for example, .005 in galaxy.ini would log all queries taking longer than 5ms to the debug logger.

Seems like a nice application-side solution to the server-side cursor PostgreSQL logging problem.
