[17.01] Usable slow query logging #3625

Backport of #3616. It's not explicitly a bugfix, but this makes query logging actually usable. So maybe it is?

In any event, it's disabled by default, and is very useful for tracking down and fixing bugs like @bgruening's recent slow query woes, who requested this be added to 17.01.
