Set $HOME to a temp directory rather than conda_prefix because conda_prefix may not be writable either. #3701

I assume I didn't run into this before because 3.19 wasn't attempting to create ~/.conda but 4.3 is?

The change looks good, but 3.19 definitely was attempting to write to ~/.conda under some circumstances (damn you past @mvdbeek for not mentioning which they were), that's why I introduced this workaround. Is it possible that a recent change in your config caused the condarc override setting to be changed somehow?

I will try to add a test where I shuffle the channel order and mess with the condarc, to make sure this is working going forward. There were also some reports by @lparsons and others on gitter/irc that made me think something could be wrong when specifying / changing the channel order. That could all be linked.
