I need to fix galaxyproject/planemo#750 and for most Planemo operations a client build will not need to be updated. I don't want to send along command-line arguments that will break older Galaxies, better just to set an environment variable that will be ignored for older Galaxies I think so this will make the Planemo fix a lot more robust.
