Add sections in documentation navigation bar #1930

This PR addresses issue #1917
It groups links in the menu in three main sections:

  • Getting Started
  • Gammapy Package
  • Developer Documentation

@adonath and @Bultako - if you think we should discuss this, please put it on the agenda for the Gammapy call tomorrow.

I think it's fine now, and better than before. I like that all user-facing stuff is first (also changelog) and the developer docs at the end. I also like the three-part section titles of the navbar.
