+CME Error 49 #356

I have the following error and I suspect that for the I can not receive SMS
If anyone knows that it is thank you.
I use an Orange Pi.

update: I just noticed that there are two errors 49 and 58. Furthermore, the modem is not being registered to the network.

Neither of these errors are defined in specification, so it's hard to tell what is wrong. What modem do you use and does it have documentation somewhere?
