What this PR does / why we need it:
We install skopeo as an OS-level dependency of the
k8s-utilimage.See #6096 (comment).
The image is not used anywhere in the code, and it looks too old and no longer maintained, see danifernandezs/skopeo:1.41.0-alpine3.10.3. It's 4 years old and is based on a very old Alpine and Skopeo version.
