Add initial Gem.coop governance files (based on Homebrew's) and some very basic CI to provide prose checking.

Everything looks good, with the exception of my concerns around all synchronous meetings being video calls. I'm okay with video calls being an option, but I'd appreciate another option being available, and some guideline in place on how long ahead of time to decide which one.
- Bootstrapping — Looks good.
- Goovernance — See accessibility concerns about video calls, but everything else looks good.
- Leadership Responsibilities — looks good.
- Maintainer Guidelines — Looks good.
- Maintainers: Avoiding Burnout — Looks good.

* Move "Ammendments" to these bylways the end end. * Make "General Meetings" and "PLC Meetings" subsections of "Members" and "PLC" respectively.
Move the article that defines the AGM to be the first, and tweak the rest of the articles to: * Use the AGM acronym for conciseness. * Use "additional meetings" when talking about other general meetings different from the AGM.
Since it applies to the whole membership, not just the PLC.
Since it's not related to PLC meetings.
