fix: add simple lock to hf generation to prevent using incorrect weights

Change:

• added a simple lock to prevent concurrent generation so that adapters / regular generation don't use incorrect weights

Tests:

• added some tests to ensure deadlocks don't happen and the correct weights are present when generating
