Add the ability to overlay two or more stations on the same plot/axis so they can be compared directly.

Improve plots.

* Pull plotting into it's own package (ts) but keep it in this project.
* Use templates for the SVG.
* Allow plotting of more than one site.
* Allow a fixed x-axis.
* Add three different length spark line plots (depending on the labels shown).
