Support for 2D/3D mode in map viewer. #1012

The map viewer provide the capability to switch from 2D to 3D mode

The layer manager panel provides the options to switch from flat terrain to default cesium terrain:



In 3D mode, print, distance and annotations tools are not available however annotations are displayed.

To enable 3D mode on the map, go to the Admin panel > Settings > Map, enable or disabled the 3D mode on the map. If 3D mode is disabled, then the OpenLayers / Cesium library is not loaded (less JS loaded).

Works fine in debug mode and for obscure reasons tiles are not displayed on small scale in the globe in non debug mode.
