feature library upgrades #172

ability to upgrade libraries, install just says already at version x.x.x if you try to install existing lib

not sure the best mechanism, but maybe check for ... show list, or on re/install, offer list if newer

There is a new option in Deviot Menu > Update Library to update a library. Let me know if that is what you expected

It's available from v2.2.0-dev.4
