As discovered via the forums, a temporary file with ~ appended to the filename is causing errors in the admin. Unsure if the bug exists in core or admin plugin, but will put here for now as it's a system file location that is causing the problem.

Turns out it was related to admin only. Fixed here: getgrav/grav-plugin-admin@196b673
