USE_FILENAME_AS_TITLE (galleries) isn't working in 6.3.0 #1073

(It used to in older versions.) Sample gallery: http://www.rogerbinns.com/galleries/2014%20Monarchs/

When you mouse over the images you can see the first image has a title of "01 the big picture" and that no title is shown in the lightbox when you click on the image. These are the actual filenames:

$ ls
01_The big picture.JPG  07.JPG                   13.JPG
02_In the trees.JPG     08.JPG                   14_Clouds and contrail.JPG
03.JPG                  09.JPG                   15_Contrails.JPG
04.JPG                  10.JPG                   16_More clouds.JPG
05.JPG                  11_People.JPG            17_Man made perch.JPG
06.JPG                  12_West Cliff Drive.JPG

The text has also been lowercased for no good reason. The extension is upper case because my camera does that.

Older versions of Nikola. I apologise for not tracking them precisely. You can see that I have submitted several tickets in this area in the past, and that they were fixed.
