feat(v8): Remove extractTraceparentData export

Is there a reason why we no longer export this API in the top level packages?

I think we prefer people import it from utils (which will live in core soon enough).

For now let's move forward with removing it as promised with the deprecation. We can always figure out how to bring it back in an alternate fashion.
