Move to using new devservices

Instead of having to clone sentry so that we can use sentry devservices to start kafka, we should adopt the new devservices tool that devinfra is working on.

• Add a config file to devservices/config.yml
• Use snuba devservices as a reference on how to run kafka.
• Update CI workflow and default configuration files included to work with new devservices.
