I'm sure there are other places where this was reported. More or less, the installer should always provide some Swap space to help with OOM conditions. However, Linux co-opts the Swap for hibernation memory as well. In those situations the Swap must be at least as large as the RAM to allow hibernation to work.
We should give users greater control over swap space if they want it, but also be clear that swap is too small for hibernation when they try to make it that way.
