If you do python -m gevent.monkey something-that-uses-threadpool ..., where something-that-uses-threadpool uses gevent.get_hub().threadpool you'll find that no native threads are actually spawned; instead, greenlets are spawned. There are similar issues in comments in gevent/monkey.py.
