Collecting info on what needs to be fixed in gilrs

gilrs issues towards fixing this:

ggez issues caused by this (MacOS/Win):

Can we just make winit use this as well? I've discussed it with Osspial who seems vaguely in favor.

  • #391 discusses the relationship between winit and gilrs some.
  • #391 (comment) -- francesca64 sez "Arvamer is going to ping me when they're finished refactoring gilrs, at which point I'll be adding a macOS and Windows raw input backend to it."
  • rust-windowing/winit#119 and rust-windowing/glutin#151 though those are old now and maybe policy can change.

Well MacOS support is dropped (see #587) and gilrs has merged the fix, so we just need to coerce gilrs into releasing an update and use that version. Hence, this is basically resolved.
