The site is actually indicating that in terms of the official Git source code release, 220.127.116.11 is the latest.
Maintained Git builds and packages for various operating systems and distributions often lag behind the official source code release for various reasons, which is why when you proceed to download one of these builds, an older version is sometimes downloaded.
Upon checking, at the time of my posting of this comment, 18.104.22.168 indeed appears to be the latest maintained build of Git for the Mac platform as per the downloads available at https://github.com/timcharper/git_osx_installer, which is currently the maintained build source being used by http://git-scm.com for the Mac platform.
I guess this just got fixed in passing by merging pull request #185.

The original issue is a different one, from what I understand. The OP is complaining that the main page reports the latest git version inside the monitor, whereas the link under it goes to the latest packaged release, which can lag behind and can lead to confusion.
Both the number and the link are correct, but it's not clear straight away that they refer to different things, so mentioning the latest packaged version for the current OS would still be a usability gain.
