Allow linking to line number on code view

What steps will reproduce the problem?
Browse to a file in an repo

What is the expected output? What do you see instead?
Should be able to select a line number to link to that number directly

What version of the product are you using? On what operating system?
1.0.0 on ubuntu 12.04

This is mostly completed and live on the demo site.  There is a browser/dom bug which
I am currently seeking help with related to offset from top of the window because it
is currently incorrect by about 50px (the height of the top navbar).
