[PATCH] Redmine repo fetch hook

We're using Gitblit with Redmine. This hook will trigger Redmine repo fetches automatically
upon pushes.

I'm definitely not sure about imports, it worked even when I removed them all, so what
you see here is just a cherry-picked bunch, feel free to modify them accordingly.

I'm also unsure about your scripts' header format, license and stuff, so I leave it
up to you if you intend to add it. Author: Berke Viktor. If it's possible, I prefer
the MIT license, otherwise you can use any license you wish.

I require that all contributions be licensed using Apache 2.1.  This makes the project
management simpler as everything has one license.  If that is acceptable to you then
I'll incorporate your hook.
