Provide an interface/hook for monitoring tools and integrate javamelody as reference

From my point of view we need an interface in gitblit for integrating monitoring apps.

- one interface to register data collection agents for monitoring
- one interface to display the collected data

As reference implementation javamelody can use these interfaces.

Our focus for the 1.5.0 release is SSH, but this request and the plugin architecture
will be the focus of the following release.
