allow to specify backup file from HTTP endpoint

using command line to fire a backup via a call to `http://YOUR_GITBUCKET/database/backup` it should be possible to specify the backup storage location.

For example via an http parameter: `http://YOUR_GITBUCKET/database/backup?dest=/data/backups/gitbucket/gitbucket-h2-db.zip`
