What happened (with steps, logs and screenshots, if possible)

  1. Select a repo on PR list view:

  2. Click on GitHub icon on tool tray.

  3. The repo for the current solution is always opened, not the one selected in the list.

Fix switching between fork and master PRs
#1367 accidentially removed the code to refresh the PR list when switching between fork and parent PRs. Also update the `WebUrl` when this happens to fix #1218.
