Add events to Email, Irc, Jabber, Twitter services #343

Hi, currently the Email, Irc, Jabber and Twitter github-services only handle the following events:

pushes to a repository
creates/deletes a branch or tag

This ticket is to provide a suggestion to support also the following events:

opens, closes, or comments on an issue
opens, closes, or syncs a pull request
creates or edits a wiki page
adds a download to a repository
a repository is forked or watched
fork commits are applied
a download is added to a repository
a collaborator is added to a repository

The only services handling complete event handling are:

  • hipchat
  • grove
  • flowdock
  • jaconda

I propose to add the "full event listeners" to the generic and most common Email, Irc, Jabber and Twitter service, leaving to the Repository Admin the ability to decide "which events he want notified" .

This would probably fill the GAP that currently Github has respect to most other notification systems.

IRC has gotten a few more event type handlers but these require extra configuration via the API. I don't foresee us enhancing these other services ourselves since we don't use any of them.
