Adds a service for the new jQuery plugins site.

Do we really want this to notify on every single push, and not just new tags or something?

Let's continue doing every push. It provides better redundancy in case of an outage on either side.

Hey, the GitHub Services backend is going through some big changes. All updates are on hold for probably a week or so, unfortunately.
