Outside links in POD render incorrectly #94

In POD files, links in the form L<Title|http://example.com/title> are being rendered incorrectly. They are appearing as

<a href="http://search.cpan.org/perldoc?http%3A#%2Fexample.com%2Ftitle">Title</a>

when they should be

<a href="http://example.com/title">Title</a>

Several examples of the incorrect formatting can be found in the README.pod for my Redis::Client project. I'm not sure what's causing the error, as running the default Pod::Simple::HTML command on my machine renders them correctly.

@xdg xdg Add pod to HTML link test for issue #94
Per issue #94, we are unable to replicate the error behavior outside
github.  This commit adds a test in the hopes that Github's test
environment is sufficiently similar to production to reveal
the error.

@dagolden The L<Title|URL> syntax has been added relatively recently. Previously (at least in perl 5.10) only L<URL> was supported. perlpod of 5.10 even says:

But note that there is no corresponding L<text|scheme:...> syntax, for various reasons.

So we need an upgrade of Pod::Simple::HTML, as suggested in #19.
