Full-screen resolutions higher than desktop resolution get cropped #1060

On Xubuntu 17.04, setting a full-screen mode 1920x1200 using GLFW while desktop resolution is lower than that results in only the top left portion of screen visible.

Reproducible with GLFW simple.c example application changed to use full-screen mode.

Reproduced on MATE with a modified particles example. Mesa on HD 4000.

Intel HD Graphics 515 GPU, using xserver-xorg-video-intel version 2:2.99.917+git20170309-0ubuntu1.

I noticed that High DPI scaling on Windows 10 causes GLFW full screen window mode get scaled and results in part of picture going outside screen. This might be what was happening with players reporting cropped/scaled screen on Windows in my game.

I can fix this by overriding scaling for the application in Windows compatibility options. GLFW should somehow tell Windows not to apply scaling to "windowed full screen" windows.

But this is probably completely unrelated to this issue.
