save track data, ##sequence-region pragma sync to browsed region? #905

When exporting track data as GFF3 format, and specifying "export of the visible region only", it would be convenient to have the ##sequence-region pragma of the resulting file set to the coordinates of the visible region rather than the entire chromosome. In this way, the data can be aligned to the reference sequence FASTA file exported from the same visible region. This behavior also seems more correct, as the features in the GFF3 are indeed a subset of the features in the entire chromosome, and the ##sequence-region pragma should be used to indicate the boundaries of the region being annotated.
