GO Modules: Add support for `mod` flag in build command #1469

With go modules you still can use the 'vendor' directory this specially if you run in a CI and don't want to download all dependencies.

with the mod flag you can specify go build -mod vendor and will use the directory.

go build info

	-mod mode
		module download mode to use: readonly or vendor.
		See 'go help modules' for more.

How to enable/build

  1. go mod vendor make vendored copy of dependencies
  2. go build -mod vendor build using local vendor directory
