Add timestamp to pause information in pipeline dashboard view #5719

Summary
It is not easily seen what time a pipeline was paused from the GUI. Information is only in server log.
Suggestion is to add the timestamp to the text in the pipeline info box on the pipeline dashboard page.

Current:
The benefit is that if one has scripts that pause and unpause pipelines it's easer to troubleshoot when it has failed to unpause them, and also it's a general benefit to be able to quickly see when something has happened.
