Crane has supported carbon emission calculator in 2022, and now we think it's time to define the Kubernetes API which defines carbon footprints.
By referring https://www.cloudcarbonfootprint.org/docs/methodology/#appendix-i-energy-coefficients, which contains the methodology of calculating carbon emission and some published data of different provider, I create this API PR for discussion.
