RSS Title regression #2645

I think I found a bug introduce with 0.17 which changes titles for RSS/Atom files (index.xml).

With Hugo 0.16 it looks like this:

<?xml version="1.0" encoding="utf-8" standalone="yes" ?>
<rss version="2.0" xmlns:atom="http://www.w3.org/2005/Atom">
  <channel>
    <title>News on Website</title>
    <link>http://www.example.com/news/</link>
    <description>Recent content in News on Website</description>

With Hugo 0.17 it looks like this (title and description):

<?xml version="1.0" encoding="utf-8" standalone="yes" ?>
<rss version="2.0" xmlns:atom="http://www.w3.org/2005/Atom">
  <channel>
    <title>News-rsses on Website</title>
    <link>http://www.example.com/news/index.xml</link>
    <description>Recent content in News-rsses on Website</description>

I didn't found the string rsses in the source code, so I guess it has something to do with adding -rss to the section name and using the plural. Just a guess though...

Fix RSS Title regression
And add tests to make sure it doesn't happen again.
