This is related to #5758 -- and the current behavior stems from the time where we had only one content folder and these files did not have any language context. So the documents below would behave as if they lived inside
content └── documents ├── m1.pdf └── m2.pdf
That made sense. However, with a content root per language, the current behavior does not make so much sense anymore.
content ├── en │ └── documents │ ├── m1.pdf │ └── m2.pdf └── fr └── documents ├── m1.pdf ├── m2.pdf └── m3.pdf
With the above example, the only sensible behavior would be to publish them below their respective language roots.
