What version of Hugo are you using (hugo version)? 0.61

Does this issue reproduce with the latest release? yes

New markdown renderer is throwing some issues. I have this:

_**TL/DR** - [Go see summary.](#my-summary-area)_

and it's rendering

_<strong>TL/DR</strong> - <a href="#my-summary-area">Go see summary.</a>_

instead of expected:

<em><strong>TL/DR</strong> - <a href="#my-summary-area">Go see summary.</a></em>

I verified the expected result in the CommonMark dingus but doesn't work in Hugo. I was going to leave a Bug report at the Goldmark repository, but @yuin setup Goldmark's issues to go here first...
